The Philippines is taking a big step toward clean energy. The country has partnered with Masdar, a leading renewable energy company from the United Arab Emirates (UAE). Together, they plan to develop up to 1 gigawatt (GW) of renewable energy projects by 2030. This partnership is part of a larger investment worth $15 billion.

Details of the Agreement

On January 16, 2025, the Philippines’ Department of Energy (DOE) signed an agreement with Masdar. This agreement focuses on developing solar, wind, and battery energy storage systems across the country. The goal is to have 1 GW of clean energy capacity by 2030. There are also plans to expand this capacity to 10 GW by 2035.

The DOE will assist Masdar in several ways:

  • Conducting pre-development activities and technical studies.
  • Securing necessary rights and gathering project information.
  • Obtaining all required regulatory approvals and permits.
  • Facilitating applications for investment incentives and tax exemptions.

Masdar will lead the project’s development, overseeing commercial, technical, financial, and environmental aspects. Importantly, these projects will be developed at no cost to the Philippine government.

Philippines’ Renewable Energy Goals

The Philippines aims to increase the share of renewable energy in its power generation mix to 35% by 2030 and 50% by 2040. As of 2022, renewables made up 22.8% of the country’s energy mix. This partnership with Masdar is a significant step toward achieving these goals.

Masdar’s Global Renewable Energy Initiatives

Masdar is active in over 40 countries and has a combined electricity generation capacity of over 20 GW. In Southeast Asia, Masdar has developed the region’s largest floating solar photovoltaic (PV) power plant in Indonesia, the 145 MW Cirata project. This project demonstrates Masdar’s commitment to large-scale renewable energy solutions.

In Malaysia, Masdar signed a Memorandum of Understanding (MoU) with the Malaysian Investment Development Authority (MIDA) to develop up to 10 GW of renewable energy projects. These projects include ground-mounted, rooftop, and floating solar installations, as well as wind farms and battery energy storage systems.

Economic and Environmental Benefits

This collaboration between the Philippines and Masdar is expected to bring several benefits:

  • Job Creation: Developing renewable energy projects will create employment opportunities for local communities.
  • Energy Security: Increasing the share of renewables will reduce the country’s reliance on imported fossil fuels.
  • Environmental Impact: Utilizing clean energy sources will help lower greenhouse gas emissions, contributing to global efforts against climate change.

Conclusion

The partnership between the Philippines and Masdar marks a significant milestone in the country’s journey toward a sustainable energy future. With a substantial investment of $15 billion, the development of up to 1 GW of renewable energy projects by 2030, and plans to expand to 10 GW by 2035, this collaboration is set to transform the Philippines’ energy landscape. By embracing renewable energy, the Philippines is not only working toward its energy goals but also contributing to global efforts to combat climate change.
