Why It Matters

This deal shows several things clearly.

  • More access to solar power. People who cannot install panels on their roofs will still benefit. Subscriptions let homes and businesses use solar energy offsite.
  • Strong Illinois policy support. Laws like the Climate and Equitable Jobs Act (CEJA) help low- and moderate-income households get clean energy.
  • Economic benefit. The projects are expected to support around 265 jobs.
  • Environmental impact. Clean energy means less carbon emissions and better air quality. Communities benefit too.

Quotes from Officials

Jorge Vargas, CEO of Aspen Power, said: “By supporting the state’s ambitious renewable energy goals, we are helping to decarbonize the grid while delivering lasting economic and environmental benefits to local communities.”

Mazen Turk, CEO of GSI, added: “We are committed to delivering clean power, creating good jobs, and driving long-term sustainability.”

Context & Strategy

Aspen Power aims to grow its solar portfolio. It wants to reach 1 gigawatt capacity by the middle of this decade.

The GSI firm, Greenwood Sustainable Infrastructure, has many projects already. As of 2025, GSI has developed about 581 MWdc across 82 renewable energy projects. It also has a pipeline of about 2.8 GW more in development.

What Benefits for Residents & Subscribers

  • Subscribers get discounts on electricity bills.
  • No need for roof panels. It helps renters or people whose roofs are shady.
  • More clean energy in local areas means fewer transmission losses.
  • Long-term savings and stable energy supply.

Looking Ahead

ASPEN Power is expected to keep acquiring ready-to-build and operating solar projects. This deal adds momentum. It shows investors see value in community solar.

Illinois will likely see more of these projects. Policies remain favorable. More people want clean energy. So growth can continue.
